There have been vaccines, but no cure - really, the most to be done for those that have already turned is to kill them. If they're still alive they may have a chance, but if they're already dead there's no point in wasting the resources. It's best to put them out of their misery.

It would completely change how wars are fought. Imagine fighting against a nation whose army simply can't die - that was the sort of application they were going for.
