[There are a couple of setups, both of them flanked on either side by some of those flowers that he's been growing down here; they're nothing elaborate like the ofrendas from November, but they're organized and well-maintained, with items as well as pictures.
The first one seems to be devoted to the members of S.T.A.R.S.; he has the photograph of the entire group here, framed and set out prominently, along with a badge he likely took off the uniform he received here. He has framed pictures of the individuals as well, Rebecca and Chris and Jill and Barry, as well as...a few folded-up things that look like maps of some sort.]
...Some of them were still alive at the time that I died, but I asked Mr. Carlisle if any of their souls had been recovered. He told me that to his knowledge, they hadn't.
[...Well, if they were here he wouldn't be making their lives infinitely worse by killing most of them and trying very hard to make the others suffer, so presumably they would be at least somewhat better...
That said, though, the other one has less photographs on it, but there are a fair amount of items; it seems to be for those he worked with. Sergei's photo is here, along with the disk containing the Red Queen that he had taken from Umbrella Prima; Ada is here too, actually - he hadn't really been sure what to do with Ada, but he knew that he was working with her at some point, so this is...likely close enough.
Excella is here as well, of course, framed as the others are; it's...fairly prominent in terms of how he's got it set up. There are noticeably no actual images of Birkin, but there is something you might find vaguely familiar - it's the same journal as the one you found during the dream dive, the one talking about their time together at the labs.]
...It isn't finished yet - again, I don't have much to remember them by at the moment.
[This is about what he was expecting, actually, and Jaeger studies the items and pictures laid out thoughtfully.]
Even if you don't have much for all of them yet, it's possible you'll regain more. I think the most important part is remembering them yourself. Having items is nice, certainly! But as long as you're keeping them in your thoughts, I think that goes a long way.
[He knows it's not something just for show. Wesker isn't the sort of person to do something like that.]
...I hope someday you'll get to see some of them again.
Knowing that they might have a second chance would be enough for me, whether I get to see them again personally or not.

I don't know what's going to happen to them, if we restore our worlds. Perhaps nothing; perhaps they're simply gone now. But hopefully something can be done for them.
That's what I'm hoping for as well. Giving them another change at life here would be nice, though we don't really have any idea what will happen. I'd hope Retrospec would allow for that, at least.

Would it be okay if I brought flowers for them tomorrow?
I don't think it's strange at all. You want to remember them, and this is a very nice way of doing it. It's touching, and I'm pleased you've found a way to honor them.
...Thank you for that, then, and for wanting to leave flowers for them. I don't mind if you want to come down here once in a while for that sort of thing.

I'm sorry to hear that. It really would be nice if they could find new lives here.
[Hopefully their lives would be better here.]
It really is nice of you to remember them all like this.
[Who is the second one for?]

...Yes, of course. You don't have to, but... Yes, that would be fine.

[They're important to Wesker, after all.]
I think I'll set up something similar. You don't mind if I use that room upstairs, ja?
[The one that used to be his, where he probably still keeps some of his stuff.]

I'd like to see it, if you wouldn't mind showing me.

Thank you, Albert.
