[It...surprisingly is, actually; there's something about the quietness after-hours and the lights of the city that's relaxing in its own way. The city has always been safe (when it's not under attack by monsters, anyway); he knows that his father liked it because it was so relatively crime-free, and generally there isn't much to worry about, even being out so late.
It's peaceful, while still holding enough things to look at to be distracting; he can see why Jaeger likes it so much.
